Chin-Tay Shih

Dr. Chin-Tay Shih

Dr. Chintay Shih holds a BS in Electrical Engineering from National Taiwan University, a PhD in Electrical Engineering from Princeton University, and an MS in Management from Stanford University. He is currently an Honorary Chair Professor at the College of Technology Management, National Tsing Hua University, and the Chairman of the Pan Wen Yuan Foundation.

Upon returning to Taiwan in 1976, Dr. Shih joined ITRI (Industrial Technology Research Institute) and participated in the first wave of semiconductor technology introduction. He helped establish spin-off companies such as UMC (United Microelectronics Corporation), TSMC (Taiwan Semiconductor Manufacturing Company), and VIS (Vanguard International Semiconductor Corporation), thereby opening a new chapter for Taiwan's semiconductor industry.

In 1994, he was promoted to President of ITRI, where he established open laboratories, promoted collaborative technology research and development, and fostered innovation incubation centers. He also spearheaded the development of emerging fields.

In 2004, Dr. Shih was invited to serve as the Dean of the College of Technology Management at National Tsing Hua University. He injected significant resources and development opportunities into technology management education, encouraging industry-academia collaboration. He also promoted the joint development of case studies on outstanding Taiwanese enterprises with Harvard University and established the nation's first Institute of Service Science to cultivate top management talent.

He has served as the first Chairman of the Taiwan Semiconductor Industry Association (TSIA), Chairman of the Institute for Information Industry (III), and Chairman of the Monte Jade Global Science and Technology Association, continuously striving for industrial transformation and upgrading.

Biography:

Y.-W. Peter Hong received his B.S. degree from National Taiwan University in 1999, and his Ph.D. degree from Cornell University in 2005, both in electrical engineering. He serves as Director General of the Department of Engineering and Technologies at National Science and Technology Council (NSTC) and a Distinguished Professor of the Institute of Communications Engineering and Department of Electrical Engineering at National Tsing Hua University (NTHU), Hsinchu, Taiwan. He also held several administrative positions at NTHU, including Associate Dean of the College of EECS (2023-2024), Associate VP of Research and Development (2018-2022), Director of Institute of Communications Engineering (2017-2020), and Director of LiteOn-NTHU joint research center (2018-2024). His research interests include AI/ML in wireless communications, signal processing for IoT and sensor networks, UAV and satellite communications, distributed learning and optimization, and physical layer secrecy.

Dr. Hong served as Senior Area Editor of IEEE Transactions on Signal Processing (2021-2025) and was previously on the editorial boards of IEEE Transactions on Communications and IEEE Transactions on Information Forensics and Security. He was also a Distinguished Lecturer of IEEE Communications Society (2022-2023) and a Vice Director of IEEE ComSoc Asia-Pacific Board (2022-present). He received several awards for his research contributions, including 2005 Best Paper Award for Young Authors bestowed by the IEEE ComSoc and ITSoc Taipei/Tainan Chapters, 2010 IEEE ComSoc Asia-Pacific Outstanding Young Researcher Award, 2011 Y. Z. Hsu Scientific Paper Award, 2011 National Science Council Wu Ta-You Memorial Award, 2012 CIEE Outstanding Young Electrical Engineer Award, 2018 and 2022 Ministry of Science and Technology Outstanding Research Award, and 2022 CIEE Outstanding Electrical Engineering Professor Award.

Senior Vice President, UMC

G C Hung is Senior Vice President of Technology & Business Development at UMC, where he plays a pivotal role in shaping the company’s corporate strategy, customer engineering, and corporate marketing initiatives. He also leads the overall corporate R&D activities focusing on module development, process integration, model/design kit and design support.

Prior to his current position, Mr. Hung served as Vice President of Technology Development at UMC, during which he successfully delivered critical projects that positioned UMC as a leader in specialty technologies. Achievements include the development of UMC’s industry-leading 22/28nm high voltage solutions and the establishment of a product line management platform that supported the company’s focus on differentiated specialty processes. Under his leadership, UMC also developed and brought 14nm FinFET technology to mass production and is currently building a new 12nm platform in collaboration with Intel.

Earlier in his career, Mr. Hung held various roles at UMC, including deputy director of 8-inch and 12-inch fab operations. He began his career as a lithography module engineer, process integration engineer, accumulating deep expertise in process unit module and integration development.

Demonstrating commitment to industry advancement, Mr. Hung acted as co-chair of SEMI Taiwan’s IC Committee from 2019 to 2022. He holds a Master of Chemical Engineering degree from National Taiwan University.

Biography:

Ms. Emily Hong currently serves as the Chair and Chief Strategy Officer at Wiwynn Corporation. With extensive experience in the IT industry, she led the establishment of Wiwynn Corporation in 2012, focusing on the cloud data center market. Prior to Wiwynn, she held senior roles at Wistron Corporation and Acer Group. She also actively participates in industry organizations, including OCP Taiwan, AAMA Taipei Program, and Taiwan Women on Boards Association, supporting innovation and development across the industry.
